Draft UEBT standard - second draft

This document is the second draft of the 2025 revised UEBT standard. It addresses comments received through a public consultation conducted in July and August 2025. All comments have been carefully considered, and changes have been made where appropriate.

This draft is now being tested in different UEBT programmes and elements further discussed with selected experts and the UEBT Standard and Assurance Committee. These tests and discussions may lead to additional modifications to the standard and will be reflected in the final draft.
